ME2 after coming back and your Shepard learns about what the Alliance and Council did or well more accurately didn't do, how has your Shepard's views change because of this?

Her views didn't change at all.
She's always had a healthy dose of seeing how people treat her, them showing her who they are, and learning from it. She'll allow some people more leeway than others, be it out of respect or necessity, but she doesn't forget, and so she is not surprised.
She needs to get shit done, after all.

What did surprise her, and frankly appalled her, was them asking her to plant her own goddamn memorial monument on Alchera. Such a pity it was... when Alliance Public Affairs showed up to take propaganda shots and found the entire area and that awful thing blown to smithereens.
