Whatever twisted meaning it took on, Lottie maybe still thinks of the necklace in terms of what it originally represented. Keep in mind, she wasn't present in the moments it began to transform into a sacrificial rite. She was unconscious when the group performed their first card draw and Natalie pulled the queen. She was at the cave when they were preparing to execute Ben by rifle.
So what did the necklace mean in its original context? Jackie said it was a good luck charm, and she and Shauna passed it between each other out of love, using it as a symbol of strength, reassurance, and comfort. Before cremating Jackie, Lottie put it on Shauna with that same purpose in mind.
So the one time we saw Lottie handle it in the teen timeline, it was a moment of compassion and care. I don't know how she still had it in the adult timeline or what precisely her interest in Callie was about, but I highly doubt she gave it to Callie to mark her for sacrifice.
That said, the necklace does have a spotty track record as a good luck charm. It obviously didn't work out for Jackie or pit girl. But Nat survived the hunt and Ben was temporarily spared, so who knows.
