Why you think Ireland and Scotland would hang out pretty well together? I mean, d'you have headcanons for both? I would love to read about it!

They know each other from childhood and are somewhat relatives. Scotland loves Ireland’s intelligence and Ireland is attracted to Scotland’s personality. Their characters were a bit different from now, Ireland is more behaved than now and Scotland more adventurous (but same level of dumbness). I know that Scotland and Ireland have a lot of history together, they've their ups and downs but I totally see them compatible (hence why I ship them) but when they realize they have feelings?

They like each other in early days. Grownup Scotland has a strong sense of brotherly affection (with a slight admire from childhood) towards Ireland. Through time it grows into a desire of possession, as Scotland believes this was what he wanted. Turns out when he actually has Ireland in his hands (well, partly), things didn’t go as he expected. Maybe due to the oppression Ireland had been receiving from across the sea, their relationship had gone sour. Scotland noticed simply ‘possessing’ was not filling his heart, instead under such state it was hurting.
For Ireland he personally didn’t actually hate Scotland (the person), but kind of a bitter feeling. He shows hostility towards Scotland as a self protection and rejection towards communication. Probably there’s also a slight bit of disappointment.
As for Scotland, he thought they could get closer under the same roof like the other countries. However Ireland is a person with strong emotional power dominating his mind and, sometimes, persistence. It’s hard to change his mind if he doesn’t want to be, and the opposite if he does. Of course things can be achieved through power but Scotland did not want to do so, partly because of his pride and a soft spot towards Ireland. Given Ireland should’ve received quite a few physical damage at that period, it does not feel ‘right’ to Scotland in forcing, or further harming Ireland mentally in such state. He was quite uneasy at that time, not knowing how to interact with Ireland, but didn’t show any of it out because of his position. (Additional: Scotland, due to general views of his people at that time, do look down on Ireland, probably also with a feeling of disappointment.)
It was not until Ireland was leaving the house when Scotland realizes he in fact wants Ireland to love him back the way he does, of which is different from what they had in the past. That’s when he became aware of his feeling. Quite late, if I would say. However it wasn’t a good timing to confess, so he puts it under his heart.
Ireland, before leaving, actually gave Scotland an invitation to join him, if he would also leave the house at any time. Perhaps it was because he can see Scotland’s internal struggle being in such position, though he believed it was due to a similar reason as himself (being under England), it was, well, only partly true. Scotland was happy about that though knowing he probably won’t be able to fulfill it.
Years later (take a note it’s already modern times) they became living in the same house again and their relationship went better. It’s about that time Scotland confessed to Ireland and was rejected. My Ireland is straight, I mean not gay. It doesn’t mean Scotland is, but, more like Scotland doesn’t care that much, Ireland is just Ireland. Ireland probably has a greater conscious on gender, anyway, this is why he turned down Scotland in the first place.
This didn’t stop Scotland though, he feels like he can still make a try to change Ireland’s mind. Again, Ireland does not hate Scotland, you can even say he likes him, but to Ireland he can’t imagine a romantic relationship between them, he’s more on to their ancient partnership or brotherhood. Scotland’s pursuing caused a bit uneasiness to Ireland, but both know where the line is and Scotland won’t force him onto anything, so, well, he just let Scotland do what he likes.
How did Ireland discover his feelings? No until he was being pursued by Scotland did he start to reflect on what he feels about his brother. I have thought a bit on this since the image is not as clear here. In his childhood Ireland has an admiration towards Scotland. Though concerning power and intelligence he was on the upper side, Scotland has a charm in personality, a type of leadership that attracts you to follow him. Ireland’s brother, or overlord, was of great age difference which made him feel distanced and under imaginary pressure, even if people were treating him well enough. That‘s why he was more than willing to hang out with Scotland. Ireland was fond of his smile and radiance. He did thought Scotland was a bit out of his control at first but kinda enjoys having him around, and grows to like him. They did not have a sense of age, sometimes Ireland feels like him being the younger and other times the opposite. If Scotland’s love was a bit of enthusiastic and mellow, Ireland’s was more clear but bone-warming. (Somehow was kept imagining a cup of hot toddy or chrysanthemum tea, anyway you got Ireland’s image)
There should be a sense of betrayal during his occupation, but Ireland do understand many things were out of their ability to control. He was not out of sympathy to invite Scotland, but hoping one day they could have the same freedom to live as themselves. He did not like seeing Scotland bonded inside his shell.
Ireland was in fact startled when Scotland confessed to him. Rather than how he changed his mind afterwards, I would prefer to believe he already has a platonic love towards Scotland at young age, but tend to believe it was brotherly. Though he probably wasn’t seeing Scotland as a brother but more of a partner. Ireland’s confession was done through a letter, as there are too much he want to say (or explain), and he wasn’t sure he could do as well verbally. Ireland’s mind progress took a while but was not showed at all, so perhaps Scotland was the most shocked one after all.
