How to fully remove a character and its associated file from a neighborhood without the MATY Deleted2 Method
I've never seen someone post a tutorial on how to actually delete a sim manually. I've eventually had to delete characters for my clean neighborhoods, so by putting a piece of info with another and trying to fill the spaces with what I could eventually realize, I found out how to, and I'd like to share my two words on it!
You might need this if:
You wish to delete characters from a neighborhood without opening it in-game.
You want to delete more than one character, and all in one sitting.
You find the MATY tutorial outdated and/or hard to follow.
You often work with SimPE, and you know very well that it doesn't have a search bar, so the Sim Description can be a huge list and it can be hard for you to find what you need if there's too many characters, so you'd like to remove the unnecessary ones.

(MAKE SURE TO SKIP THE "RESET THE SIM INDEX" PART!)
I will assume you opened SimPE at least once, but I will nonethless include pictures for ease.
Please, keep in mind SimPE can be craptastically bad. I'm taking these on my laptop, where for some reason it uses a mixture of Italian and English. My language is set as English. I'm sorry, I don't know why it does this.
Let's get into it!
1) Find the character(s) you want to delete
As soon as you open the program, you will find a blank space in front of your eyes. Do not panic! Look at the icon at the top-left of the screen, and hover over them to look at their name. If your neighborhood is in the Neighborhoods folder, go to "Neighborhood Browser" (three colorful people together and an orange block) and pick from the window that will open your neighborhood. If it's not inside of the neighborhood folder, go on the "Open..." icon (open blue folder) and find the folder. Go inside of it, find the .package main file (do not pick subhoods) and have SimPE open it. I am going to delete Vidcund Curious from my dualhood.
2) Navigate from the Resource Tree on the right to SDSC, then click on the SDSC of the character. From here, go to the "More..." Section and take a good look at what's there.
We need to delete Wants & Fears, Memories, Skills & Badges and Family, accessing them from this menu.
3) Open Skills and Badges and set all values to zero.
4) Remove Memories and Tokens.
You can navigate from here to the Memories of the family. Once you're here, select ALL the memories of the sim and remove them, tokens too! Do NOT click on cascade delete, but click on the little blue remove which is situated right on the screen.
Make sure to remove all memories of the sim from everyone else who has them, so switch to other familes as well to delete them. Memories such as "Vidcund Grew Up Badly, Met Vidcund, Had Very First Kiss with Vidcund" etc... all have to go.
5) Go back to SDSC, "More.." Menu and open Wants & Fears. Delete it.
In case you struggle to, directly access them from the resource tree on the left of the screen and find the one with your sim's name on it. Cross the wants and fears out. Right click and Delete!
(I think it's easier from the resource tree.)
CHECKPOINT! Do not forget to save regularly, because simpe might forget to!
6) Go to Family Ties (Resource tree or More section) and find the Family of your character. Remove all of them.
Select a character yours is tied to and then click on the blue, little remove. Make sure to do the same for everyone who is related to the sim, or at least double check the ties didn't remain on their side!
7) Back in SDSC, go to the "Relationships" tab and remove all of them.
Right click on the portrait of a sim and click "Delete Relationship".
9) Delete the character file from the Characters folder and its entry from the SDSC.
Open "More..." and keep in mind the name of the character file. Once you've written it down, cross it out on the SDSC and save (otherwise simpe won't apply the change).
Now open the Characters folder inside of your neighborhood and delete the character file.
You can now go on and delete it.
That's it! No more character!

HOLD UP, what if I messed up something?
Do not panic!!! Everything can be fixed! Random instances left behind will be the last one of your problems with the awesome Hoodchecker by Mootilda. In case you get a mess akin to the one shown in the picture, run the software and remove all of the leftovers.
One small note: memories that other sims have of the now deleted character must be removed or modified with another subject they point to by you.
Repeat for another sim you wish to delete.
Now, some general tips!
For Townies and Service NPCS or random strays, it takes way less than this, especially if they're freshly spawned. They usually do not have relationships, important memories, family ties or relationship to other sims, so you can straight up just write down their character file and then delete it from the SDSC and the Characters folder. In this way, you can batch remove so many unnecessary characters all in one sitting. They may leave some Initialized tokens behind, but hoodchecker can remove those.
I suggest removing family ties before removing the character and its associated file, as Simpe might give an error if it tries to visualize the family tree from a relative that is still connected to the nonexistent person.
Save a trillion of times because Simpe doesn't. Save especially when you remove SWAFs and SDSCs because it won't keep in mind of these changes many times. Memories also are fincky, so save when you're removing or modifying them.
Do NOT delete the DNA of the character you vaporized, or the DNA of everyone else will reset as well, and we don't want that! In case it does happen, all heterozygous sims will lose their recessive genes and revert to freshly imported from Bodyshop characters.

I’m playing Veronaville for the first time in 18 years again and having a blast! I have forgotten how fun base game sims were. Game runs so smooth: no errors, scripted events proceed as they should. Thank you for your tremendous work! What would you say the biggest differences between your (standard, no townies, no extras) and meetme’s clean Veronaville are?
Hello! Glad to know you're having fun :) As for how different our works are, I can think of some points (but the list might not be extensive):
meetme has assigned careers to some dead premades, skills, etc. I didn't.
Goneril, Bianca and Regan have jobs in the respective family business of each in meetme's. Mine don't.
Goneril's family has a lot of money, and the money of the family bin sims has been modified in meetme's template. I only gave them bin money following maxis convention, instead of assuming how much money they should or not have to allow the player to express their own assumptions.
I don't recall how meetme did broken faces, but I fixed them and linked them to the proper templates. I remember her just making genetic the broken ones (example: a face 25 is now a face 2 in every lifestage)
meetme changed the birth order of the adult generation of the Montys and Capps, in order to make Claudio and Cordelia the eldest, while I respected the vanilla family tree and merely corrected Antonio and Bianca's ages, who had them swapped with each other.
I deleted the ten million of faces that characters had hidden in their character files, meetme didn't.
I also got around some localizations to fix wrong descriptions.
All family flags that shouldn't be there are actually not there in my upload.
Memories are, I assume, pretty different in both uploads, as both me and her agree they were a total mess and there had to be some assumptions and re-ordering for them to make any sense (that was really the worst part to work on).
I used the dead ancestors recreations by carrit. I think meetme did hers herself.
Not really what you asked, but I give the possibility to pick between having or not having townies, which I think is crucial for many players.
All in all, I think meetme just takes more artistic liberty in her uploads. They're nice and I've found myself using them in different cases, but I've always been a little surprised no one made purist aka no assumptions, no personal interpretations clean hoods. When I first started the sims 2, I used her templates and ended up being confused about the actual lore of the different neighborhoods, so I wanted to make something for people that wanted to familiarize with the lore as-is and play with their own ideas, instead of others'.

How. JUST HOW how. HOW???? I am surprised I didn't get any report so far, I am starting to think I accidentally swapped them when updating the neighborhood... Man how do I even end up doing this?
I think it has to do with base neighborhoods NOT having storytelling pictures, so I fished them from the installation folder and messed things up.
Thank you so much plumbtales, I love your hood renovations, keep it up :) you're singlehandedly keeping my hoods populated with pretty lots, double points for being so neat and having everything in categories easy to find!
If anyone else has been giving Infant Faces to their characters before (and following Ivy's tutorial), I suggest to directly name the exported character to Saved Sims as its corresponding template (is an adult male? Call it AM) and DO NOT duplicate, save and remove the original- it might already contain faces for other ages! I am looking at Romeo over here, and he has teen up to elder faces already. Could've saved myself time if I knew :')
