To dress beautifully on a limited income, unless the sky is the limit, has always been classified in my consciousness under “impossible assignment.”      But a conversation with Bertha Holly, artist, interior decorator, lecturer and dress reformer, gave me some clews as to how such a task might be accomplished.      The end is achieved by changing the idea. Instead of trying to express style in your clothes, express art. Art knows no season.      You build up your wardrobe as you do you home. Start with a few good pieces and add others year by year, discarding them only when the materials have served their time.      “You don’t throw away a mahogany table because someone else is buying walnut, do you?” Mrs. Holly asked. “They why do that with garments that are still beautiful and suit you, just because someone declares they are out of style?      “A woman’s gown should be a thing of beauty, hence a joy forever. The gown I am wearing is eight years old. It was never in style, so it never went out. I mean, it was never extreme. My clothes always follow the lines of the figure.”      Mrs. Holley’s studio, where she makes up her art models, is right around the corner from Fifth Avenue, where New York’s most fashionable shops are. Yet she is unconcerned with the latest dictates of Paris as with those of the South Sea Islands.      “Each woman has a different dress problem,” Mrs. Holly maintains. “There could be no absolute styles if each woman dressed individually. There are certain colors and designs that bring out the best in her face and figure. She needs only find these and adhere to them if she would be well dressed.      “My advice to all women is — first study your color.      “The woman with blond hair and gray blue eyes will find that grays and blues, with touches of the warm colors used for embellishment, are her natural setting.      “Browns, gold and tans are the true background for the brown-eyed maid. The extreme brunet will find rich dark tones of red and purple as well as black, suit her best.      “When I design a wardrobe for a woman I first determine her color scale and build everything within that. Then there is no clashing colors and no need for a new hat and coat for every costume.      “I start the wardrobe with a slip and an undertunic. The slip is a sleeveless one-piece dress and the undertunic is a guimpe. An overtunic of georgette crepe or some thin material may be added to transform the gown into something pretentious for afternoon or dinners.      “Variety is gained by the introduction of harmoniously colored overslips and undertunics, with two or three different foundation tunics. One may have as extensive a wardrobe as one wishes or may limit at will. Materials may be plain or gorgeous. Nothing is superfluous.      “I conceived this idea of a multiple, interchangeable wardrobe when I was an interior decorator in Paris. I began to be more interested in dressing women than rooms.      “Then I worked out the idea and took an exhibition of my creations on a lecture tour. The response they called forth made me realize they filled a definite need, so I opened a shop in New York.”      I might add the shop is doing a thriving business.
