Silver has obtained all the elements

Silver struggled against this thing for "half his lifetime".

Silver was born in this Hell, and he's been actively fighting Iblis for half his life.

Silver has been fighting Iblis since he was younger than Tails. Silver was around Cream's age when he started doing this.

He's been searching for the answers to why his world was like this for his entire life, and one day, someone just pointed to the flames, and that was the only answer Silver was ever given.

He was pointed to the flames. So Silver, a determined little kid surrounded by hopeless people who had given up on everything, did the only thing he could do. He fought the fire itself.

And then the flames rose back up.

And Silver kept fighting it every time it got back up. Again and again and again. Carved a tally mark to count every time he killed it.
