I think it would take a lot more than "not neglecting him." Touya, like, desperately needed professional intervention and therapy. He was so heavily groomed from such a young age Touya's entire identity was crafted around training and only training. He has no identity or personhood outside of that, no interests, no hobbies, no likes or dislikes, no friends, or coping skills, or support system. This kid needs, like, serious help. I think if Enji didn't neglect him and actually started treating him like a person,v that would've been a good start, sure, but he'd need a lot more than that. The kid was having an existential crisis. He knew that was the only purpose he was born. I could still see him insisting on training. He'd have to revive, like, a lot of help and stuff to get him to find something else when that's his entire person.
