A short (ish sorry i tried) summary:
In October 1993, in response to the Oslo Accords, a bunch of Muslim brotherhood and Hamas affiliates got together in Philadelphia to create a network of NGOs meant to gather financial and ideological support for Hamas in the United States.
We know about this because the FBI has tapes (read the (searchable) 383 page transcript here)
Now, Hamas was NOT a designated Foreign Terrorist Organization in the United States in 1993, which means that the tapes themselves are not evidence of a crime per se.
In 1997, Hamas became a designated Foreign Terrorist Organization, so funneling money to them after that date is officially a crime (material support for terrorism).
So we have a whole group of NGOs we know were founded with the express purpose of funneling money to Hamas, or founded by people who attended the 1993 meeting for presumably the same purposes, but we don't have proof they've been engaging in that activity after 1997.
That's why it's a big deal that a Virginia judge has ruled that AMP (American Muslims for Palestine) has to turn over some of its financial records in a (mostly unrelated) civil case.
AMP was founded in 2006 by a bunch of people either involved in the '93 meeting directly or involved in various NGOs that were established at the '93 meeting, and it's a financial backer of JVP and SJP. The official singular founder is Hatem Bazian, who also founded SJP in 2009.
