10 if going by the name means that "delinquent" is just another word for juveniles aka children. The system in place to deal with children when it comes to any kind of law enforcement ( SHIELD) is always horrific. It is a pipeline so that the kid in question is then placed in a position where they have to choose between a rock and a fucking pit.

SHIELD doing anything is already suspect but to see them taking 'bad' kids and then training them like some fucked up private military squad is horrific. Frank would hate everyone involved and would literally slide this info to any reporter around, because to treat a child like they're in the fucking system is insane. "But Juvy?" You say, there is less of a chance of a child being hurt in juvy than being in the damn field and being indoctrinated that their lives were so shit or they were so bad that they would sign over their lives to be shot for a shitty shadow org.

Frank had thousand yard stared his way through at least two and a half of old lady De Fontaine's pitches and enticements like she was a hard up recruiter trying to get him to go back to boot all over again as if he wouldn't rather raw dog a self administered root canal with not even an ibuprofen to his name than shake her hand.
