Except it's that exact same skill that the Light use to build it's cult by using, manipulating, hurting people.

Both can see the struggles, the pain in people's heart. But where Saiou use it to help out Judai and Edo and make them feel less lonely through the difficult times of their life, the Light exploit it to weaken them and take control over their mind.

And then Saiou says "I could only see people and their heart as card", and he does struggle with communication. To him, understanding people is like fate: something he witness and feel but can't engage in. But Edo and Judai tell him the same thing: their words did help them, the fact they came to them didn't mean nothing.

And what I love about Light!Saiou as a villain is that for major part of the season, the way he use manipulation tricks is both very convincing and horrifying... And easily fits with everything we see of him. Someone who use words and knowing people to get what he wants, turning them all into puppet. That's also what fortune telling can be, after all. But as it turns out this isn't part of its inherent evil, it's not even an evil skill at all! It's a deformation of something genuinely good, just like Light!Saiou deforms everything good about Saiou and even use it against him.
