Take all of this with a grain of salt but...

Well, Xander himself was one of the options for the "gay character" allowed by the network (I'm paraphrasing/simplifying the sctualy situation but basically it was either Xander or willow and they settled on willow) and much of Xanders actions, comments and subtext in show lean heavily toward a deeply insecure closeted bisexual strapped for cash and fumbling adulthood. In contrast, Gunn is a confident streetwise savvy young adult with leadership skills, fighting ability, and an obvious attraction to dorky shy whites and is also played by a out gay man. Gunn and Fred didn't work because by then the writers had lost all sense for Gunns character, and his entire sense of style and approach to demonslaying was lost as he got assimilated into Team Angel. In contrast, Xander failed at all his relationships because he didn't actually know how to date women! Or at least he doesn't know how to actually BE the kind of partner they needed. Xander wants to be taken care OF . his relationships, imo all failed the way they did because Xander could be a supportive rock but not all the time and not in the way they needed.

Imo Gunn x Xander is peak dorky wet whiteboy dating dom-top with pocket money and fashion sense. Imagine Xander being trained by Gunn, Imagine Gunn taking Xander out to the Bronze and showing him how to dance and not look like a flopping fish. Imagine Xander helping Gunn figure out the best way to kill a new demon he has experienced that Gunn hasnt..Imagine Gunn comforting Xander after yet another near death experience
