O: How do you begin a story–with the plot, or the characters?

With the plot, mostly, since the majority of the writing I do is fandom-based and I try to keep them in character (as opposed to changing enough that they're glorified OCs)! Even when I'm not writing for fandom, it's usually short pieces, so I end up crafting character as I go!
