I think the answer is quite simple really, and is exemplified by this particular situation. They're taught that way. We're teaching our kids to be this way. I remember when I worked at a day care, and we put a child into time out because he stole a toy from another child, his mom got mad because she didn't want us to discipline her child. That teaches the kid that it's okay to steal. Screw everyone else, as long as you're happy. These school administrators are teaching the bullies that it's okay to bully and that they are in the right for torturing this poor kid. Rapists are taught it's okay to rape girls BECAUSE they're wearing short skirts. Kid's are taught that it's okay to cuss because their parents do it all the time and don't care that the kid is in the room. Adults go into gas stations and breweries all the time and buy stuff for underage teens. Kids see their parents react in a racist or homophobic manner and instantly think that if their parents hate this sort of thing, it must be bad. Kids are brought into this world as blank slates, and then are taught by the adults in their lives that it's okay to lie, cheat, and steal to get what they want.

And don't give me that crap about how it's all television's fault because we used to have shows that taught us lessons about the evils of drug use, stealing, racism, ect; but then parents who didn't even bother to watch the show would come in and randomly see their kid watching a cartoon child smoking a cigarette or whatever immediately thought that the message was that these things are good and complained, leaving us with nonsensical stuff with lessons so hidden you can't even tell there even IS a lesson to be learned, assuming there even is one.
