OK so I know Gotham does have an observatory in some canons but ignore it and hear me out:
Gothamites who have never seen the stars.
It's fucking cloudy and smoggy. The sky is always covered. Seeing the night sky clearly is basically impossible, plus going out at night is a terrible idea best left for the kind of people who don't stargaze. Plus it's a weird and insular society full of people who just don't ever leave Gotham cause why the fuck would they (or could they).
So they're absolutely clueless. Imagine baby Jaybin, on his first time tagging along with the Titans, looking up at the sky and asking what those little lights are. And Dick remembers his classmates and he starts telling Jason all about them, and Roy tells him the stories they used to tell about them on the reservation, and Kori points out Vega and talks about the ones she's seen up close. And Jason finally gets those strange references in the books he used to read, and he rereads them all understanding why the characters marvelled at the night sky.
And Tim, who has read all he can about stars but his parents won't take him on trips, so he never gets to see them. They're a dream like the floating lights were to Rapunzel, and years later he looks up at the pinprick of light that is our Sol, and realises how far he's come, from dreaming of seeing the lights in the night sky, to playing baseball under the light of one of those very stars.
And of course the others who weren't born there, missing the stars. Dick will get Wally to run them out to the countryside sometimes just to look at them, to remind himself that they exist and that they're still up there, twinkling and providing warmth and light to trillions of lives across the galaxy.
