It's definitely possible you were not the right level of aroused yet. I would suggest leaning into foreplay and spending a while on it before attempting penetration!! You mentioned he fingered you but did he spend any time stimulating your clit or any of your other erogenous zones?? (Everyone is different so not sure what yours are but for me it's the nipples. Just like a minute or two of a guy playing with them is enough to drive me wild lol. Make sure he is dedicated sufficient time getting you all worked up, whatever it is that you like!!)
I think I said this before as well but definitely also use lube; if you're new to sex it can go a long way in helping counteract some of the nerves you're probably feeling. This is my #1 tip to give you that I cannot emphasize enough and I feel like young couples don't use it enough tbh.
Other than that, if it's the depth of the penetration that hurts you can also try different positions; if you guys do it while spooning that can limit how deep he goes, or if you try cowgirl, that lets you control the pace & depth and lets you decide how much of him goes in & when!! That also can help counteract nerves, if they are the root of your discomfort!!
I'd recommend all of the above to start with. But if you guys try those things several more times though and it continues to hurt, I'd see a gynocologist or your primary. There can sometimes be underlying issues like tightness in your pelvic floor or other issues that they can help advise treatment for, or they may have other tips & tricks you can try!! They are the experts, definitely use them for their expertise!!
