I'm sure you've heard the tried & trued Jason raising & looking after Damian AU but have you thought of Duke doing it.
Like imagine it in an AU where Gnomon manages to raise Duke, he could make a deal with his fellow immortal Ra's; Gnomon provides Ra's with an army of metahumans & in return Ra's trains Duke to become Gnomon's successor.
Could see Talia & Elaine becoming friends of sorts & even collaborating to get their babies out of danger which could lead to Elaine, Duke & Damian dipping to Gotham.
Also before anyone gets any wrong ideas Ra's sees Duke as a worthy lieutenant for Damian & treats him pretty well all things being equal.
In regards to Duke's parents, I think Gnomon was born & raised in Ancient Nubia around the area Sudan is now & Doug is from the Caribbean region (my bias says Jamaica but I'd go for Trinidad & Tobago or Guyana because I love the accents & culture) for Elaine it is between Nigeria & Kenya for me.
In my personal AU where Duke joins the BatFam around the time his parents first go missing I have him having spent the first 5 years of his life in Sudan so he has some familiarity with MENA culture allowing for him to bond with Damian by making traditional food for him while he's struggling to adapt to the manor.
