Spoilers for Justice League Unlimited #17!

Apparently this is Tar Pit day. He and Girder (of all people) are resentful that the villains were simply imprisoned during the emergency with Darkseid, when they could have helped in the fight -- which is true, but does ring a bit hollow after the shenanigans some of the Rogues pulled with Neron in the last issue. But these two genuinely help people in their hometown and get punched for it, and surely that understandably increases their resentment.

Yeah, I can't help but think that was Van Sciver's original design for Fallout, but he just wasn't wearing the vest while in prison because it'd probably be inconvenient -- a lot harder to plug tubes into him with it on. Interestingly, Van Sciver included an image of Fallout wearing the vest in a display at the Flash Museum in Flash: Rebirth…so he did wear it at some point, or maybe VS just really wanted to use the design again. You'll notice that the museum display also depicts him in the tube (sans vest) to power the prison, which is an interesting choice and probably pissed off Wolfe.

And yeah, the charges are either from a story we never saw (entirely possible for Johns, as he liked to seed his stories with hints of past events we never heard the details of) or the charges were trumped up to justify keeping Fallout in prison and treating him poorly. Given the charges + the hints of him wearing the vest, maybe he really did commit those crimes at some point. Another possibility is that he half-heartedly tried to commit a crime and was slapped with far worse charges than anything he actually did. And he inadvertently hurts everyone who gets near him, so I could believe another inmate was sickened or died and he was punished further for it.

Girder is anyone's guess, honestly. You'd think he couldn't grow hair in this form, and yet...
