It's one of two things:

The communists and leftist media who drew the mural want to present a 'normal' image of Renee as a family woman and there is nothing unusual about LGBTQ relationship. However, they believe presenting her with a buzzcut would be too jarring and brutal for gullible members of society to accept her as a "heroine"

The hypocritical communists and Marxists who organise anti-ICE marches themselves secretly and instinctively see shaved heads, piercing and tattoos on women to be highly vulgar and too pagan for even their own liking. They themselves prefer conservative fashion sense and the only reason they support mass immigration of all kinds, anarcho-tyranny and LGBTQ is simply because they hate and despise the West.
