There's a stack of other photos on the table Hughes has obviously been torturing Roy with for the last few hours, but they're in a public bar, dressed like they're either at, or just got back from, a wedding or something, and this is obviously framed as a photograph someone took.

Was it Gracia? Riza? Did Hughes somehow force one of Roy's other subordinates to tag along in case he needed to take a picture of himself tormenting his boyfriend? Some other random patron who saw this going down and simply had to immortalize it?
