I'm pretty certain, after playing chapter 5 and seeing it again in its entirety, that Seth is almost never shown to fly off the way the other flowers do. Like yes they float when they're part of the omega attack but outside of that, Aqua either carries them or they run off instead.
I noticed it specifically in that scene before you enter the top of the castle. Everyone floats upwards while Seth runs off. "Yeah but they're in the next room so they wouldn't need to fly" so is Aqua, right? And when they're falling in that gust of wind, Aqua, again, just floats without an issue while Seth is struggling to stay upright. Even Yellow, Orange and Green are shown to fly while not having the explicit ability to unlike Blue and Flowery.
So like... what's up with that? Honestly, my theory is that they just choose not to because it's not very human-like to fly. Only reason I could see that theory not working is because it clearly puts them at a disadvantage and I doubt they'd want that. So maybe it's a mobility thing, considering they trip a lot.
