I tried to visit the UTDR newsletter through the address bar (turns out it's toby.fangamer.com) and found that for some reason, Toby's other Fangamer subdomain...
...is a mirror of Starmen.net.
Now I'm no web dev, but I did a quick secret-scouting by ediffing the page sources. The only difference is Toby's version is missing code for Cloudflare traffic analytics, and http is sometimes https (which breaks some images).
Also, according to Wayback Machine, it has always been a Starmen.net mirror.
There's no secret UTDR shenanigans hidden here. I think he just wants to express his nostalgia for his time as a fan of the Mother series.
The co-founder of the forum is the CEO of Fangamer, so it must've been an easy ask to have his own subdomain just be a mirror of one of his favorite websites.
