At first, the Falling Devil's design is pretty macabre: it's the assembled, headless collection of mangled arms and bodies that you find on suicide victims. And then... a chef? Why? But the Falling Devil being a chef makes a lot of sense once you realize that falling is, at its core, an extension of the fear of failure, i.e. the inability to attain a particular desire.
The couple who initially kill themselves do so after they have a conversation about how the husband might not get a promotion and have to take a train instead of buying a car. Likewise, traumas encourage the people to float higher, which often, especially in Asa's situation, result from the guilt of being unable to do something in a particular situation.
Cooking is a means by which desires are prepared and served according to your preferences, and the Falling Devil is basically exploiting people's inability to fulfill their desires and the resulting guilt over it to inflict carnage and serve the denizens of Hell. You desired the comfort of staying on the surface. But you failed, and now you're falling downwards forever. For the devils waiting at the bottom of the abyss, that's a prime meal.
