Hello! To clear up the confusion, yes, Sky-Raider is a planned RO. Malin changed his mind about adding new ROs in 2023 on his Patreon, wanting some more balance between the Ranger ROs and villain ones given the addition of Steel, Argent and Herald as ROs in book 2 making it very unbalanced. This, and Malin wanted to showcase the villain sides of Los Diablos while giving people who aren't romantically interested in Mortum more options. The wiki not having anything about it on his page is a mistake on my (Aurrie's) part, since at one point I do believe it listed it at the top, though you're right that there isn't any sources referencing him as a planned RO. I'll add edit his wiki page shortly to fix that.

While Malin's mostly said about it on Patreon, with the first explicit named mention for him and Dove being ROs in the February 2023 QnA, he's also said here in the Reddit AMA back in November 2023, see below:

Take this with a grain of salt that like most things that aren't published yet, this is subject to change, since Malin may change his mind about making him and Dove as ROs. As a further note, Malin admits in the January had hoped to introduce him and Dove (and Arde) sooner, but ended up having to cut Retribution in half. Sky-Raider only just managed to sneak in at the tail end for a few mostly Mortum-focused routes (1.2.1, 2.4, 3.1, and 4.2).
