How can Wonder Woman be an ambassador for Paradise Island in versions of the story where sheβs unable to return home? I havenβt read Ruckaβs original run yet where that was a key element so Iβm unsure of the exact mechanics of it all but I definitely think itβs a great role for Diana to have in theory
Justifying Wondy's ambassador status and embassy is easy. The United States government offers her one because A. they want to stay on her good side at the start because, B. she's a Superman tier powerhouse that doesn't have a kryptonite and isn't going to leave just because the feds order her to, which means, C. offering her said status and an embassy is a way to save political face by giving her a space she can call her own, that also grants diplomatic immunity which allows the powers that be to pretend that it's not that they "can't" eject her, they simply respect international law too much *wink wink*. Once she joins the Justice League, I kinda like the idea that maybe the embassy also functions as the Hall of Justice. Not needed, but since I prefer the Invisible Jet as Diana's equivalent to the Fortress or Batcave, it would give the Themyscarian embassy a narrative purpose for the wider DCU.
As for what Diana's ambassador activity looks like, I've got some thoughts on that. My approach is that Diana's embassies would be staffed at first by the Holiday Girls. There shouldn't be other Amazons in the world for at least the first five years of Diana's career. Instead, the Holiday Girls function as a revamped throwback to the Marston notion that any woman could become an Amazon with proper training. Diana recruits them as her "twelve apostles" as it were, with Etta as the head disciple. Since she's inducted them as Amazons and presumably naturalized them in a fashion, they also would have diplomatic immunity in any country that recognizes Themyscaria, giving them some room to operate. After training them, she sends them out into the world to recruit others to the Amazonian way.
Some of the new initiates are sent back to the American embassy, and later the embassies that open worldwide, where Diana gives them "Themyscrian citizenship" and a place to stay. Here is the beating heart of Wonder Woman's efforts to empower and organize women and oppressed people in general across the globe. Reading material that expounds on what the "Amazon Way" actually is, coordinating efforts for women to claim sovereignty over themselves via political or revolutionary means, health clinics for those who cannot go anywhere else, perhaps efforts to study the Amazonian technology Diana brought with her. I can think of plenty of narrative uses for Wonder Woman's ambassador status, the embassies, and how they could be tied to Wonder Woman's superheroics.
