My question was more like do you think that's plot relevant somehow that both are ph or meh no reason they're just cousins, that's all? you usually come up with the wildest theories so i was curious, if you think revealing their names is meaningful or not

Assuming this info is canon to the manga, I don't think there's any significant, specific reason for Cloudia's parents being cousins other than it fitting in with a conventional arrangement in aristocratic circles during their time, her time (see Queen Victoria and Prince Albert who were only 11 years older than Cloudia), and even her grandchildren's time (Ciel and Lizzie).

While we don't know the identity of Cloudia's husband (it may or may not have been a Phantomhive cousin as well), I think this serves to highlight how unique the choice of her true partner (UT/Cedric) was – and one could extend that to include Vincent's choice of partner in Rachel, especially if you consider the theory she was of Irish descent. Their rebuke of a familial and societal trends fits with the idea of Cloudia and Vincent both having had a rebellious spirit and working against the Queen in some fashion.

I don't think there is anything particularly special about the Phantomhive blood that makes them able to fill their guard duties, so I don't think it has anything to do with keeping that blood more concentrated.
