i think "skooma pipes" aren't actually made for skooma; they're made for moon sugar specifically. you drink skooma. moon sugar you burn and inhale via a pipe, kind of like crack cocaine. the effects of skooma and moon sugar are very different, however: skooma is more explicitly hallucinatory, whereas moon sugar does not feature that side effect as heavily.
of course, the traditional use for moon sugar was as a spice in khajiiti cuisine. you use much finer particles for that, and consuming them orally doesn't produce the same high as smoking it or drinking skooma (much more subdued and less addictive this way). also, skooma as we know it today is actually derived from hallucinatory tinctures used in ritual ceremonies by moon priests in elsweyr
