The whole Elendel basin is very fertile. It is easy to grow food there, and there's lots of rivers to use for irrigation.
They could have had so many farms and gardens. Orchards of fruit trees. Food that is good and plentiful for all.
Yet somehow people decided to build a city right in the middle of it, pave it over and build crowded apartments and factories, and have people work in factories. Then, the workers spend the little money they earned to buy food that was grown on plantations on the outer rim then shipped in.
