Gwen is a high-end thief with electrokinetic powers. She is intelligent, level-headed and independent. She can come across as very harsh, but that's just her personality. Using her abilities of being able to use electricity throughout her body, which she uses to enhance her strength and speed, they also come in handy to help her get through alarms and locks. We don't see much of her in the show, but I think she would have been a brilliant member of Angel Investigations.
