Seb strongly suspects and then it's confirmed right before it's public. Toto is pretty positive it's true, especially when he finds out that Christian had been arrested. I think that's it? A lot of people highly suspect it's true but I think that's all who *know*. However please remember all of this is subject to change as I come up with it lol

Yeah at that point the FIA is not taking things as seriously as they should. They also kind of assume the questions are going to get asked anyway so might as well get it out of the way.
The FIA is kinda just going with it until Max's breakdown. That's when they start taking things more seriously and mitigating damage. It went from rumors that get people talking to a legal case. Suddenly it's not a thing that gets people talking, but something they want people absolutely not talking about.

The VCARB admin does know what's going on but nothing has been shared with anyone outside of the higher ups. Especially because the insinuation is that what happened to Max started in Toro Rosso. And it's not even so much they knew it actually happened and all the details, they just knew it was their job to shut down anything in relation to it and really play on the downlow. Absolutely no flirting/shipping/sexual jokes allowed for the foreseeable future.
