Being first chronologically doesn't mean they'll be first in this tournament, but at least one of them will be making it to the next round. The only question is which one.

Saliah is a random encounter. Like Lynoit, she's carrying a key to some Dawnguard supply caches and a note listing their locations. Unlike him, she is still alive. Her only unique dialogue is her telling you to stand aside, as she is on urgent Dawnguard business.
Unless you ran off to Dayspring Canyon of your own volition, Durak is the first Dawnguard NPC to approach you, starting the questline at level 10. He's a possible follower, and can make you blood-kin after completing the "Prophet" quest for the Dawnguard.
