As for joining in someone's wedding where they are choosing a style. Well either you have the money to get a custom/get alterations done on a dress or suite, and if you don't then you don't. This is the bride and groom's special day, and they usually have a vision of how they want it to be. If you can't fit in that vision then be a guest on their joyous day, because again this is their day not the guests day.

As for surfing in general from what I have looked up there is no size limit, and can be done in just a regular swimsuit.

As stated in the article they recommend sea spray swimsuits for plus sizes, but you can also look on amazon as well for plus size swimsuits.

Now as for scuba diving there is no weight limit to that, but you do have to be fit to handle the equipment that comes with diving. Along with passing the certification needed to being able to dive. (SS below & link)
