Here for some other HCs specifically about the D10 Victors but here are some updated HCs since those Victors are technically not all canon anymore:

Vernale ‘Ven’ Tillage won the 5th ever Hunger Games at 17. Not much is concrete about him but he only ever embraces the 'Victor Family' while back home. In the Capitol, despite it being Games season and being 'contractually' obligated to come back each year, he stays in the apartment in a basically-catatonic state waiting for it to be over. Back home, tho, he's everyone dad, lol

Roman Santiago won the 19th at 18. The Capitol really tried to make a 'star' out of him but it didn't stick very well. Super protective of his Palomina and ends up a father (or grandfather, lol) figure to the rest of the D10 bunch before long.

Palomina Magnane (previously Summer Magnane) won the 27th at 15 (one of only 3 Victors to ever win at 15 in my HC/lore). She doesn't Mentor pretty much at all after about the 55th Games but she still finds a way to embrace everyone in her very motherly way whenever she does, no matter what District they're from. She was known in her Games as a massive softie, unable to kill/hunt to eat and relying on scavenging, foraging, and her few Sponsors for food.

Rodeo Grazer won the 40th at 18. He ends up basically the 'star' they wanted Roman to be; funny, sweet, down to earth. For a D10 Victor, he's pretty heavily trafficked because of it (second only to Palomina bc the Capitol couldn't get enough of how young she seemed even well into her twenties). Despite this, he's as sweet and inviting as he can be. Has a soft spot for Cashmere and Gloss but otherwise keeps away from most of the Career Districts/Victors in favor of the other outliers. Ends up pretty close with Haymitch, especially.

Brierre Yeans won the 52nd at 17. By the time Cashmere (who's the POV for most of this canon) comes around, Brierre is tired. She basically has nothing to do with anyone outside of D10 and pretty obviously hates the Careers especially. She'll never say it out loud but she's secretly proud of Lennox for being one of the only Victors, let alone tributes at all, from D10 to kill a Career (technically 2) on his own (not Silk Diives anymore/changed for my new AU lore).
