So if the monster engines need to hibernate does the railway have like non-living engines and rolling stock that they can use during hibernation or is the railways just a seasonal operation?

The diesels all take up the winter work while the steam engines sleep, as they themselves don't need to hibernate. If more diesels are needed, say for example, the Skarloey and Arlesdale railways, the controllers can make phone calls to borrow some diesels off the mainland. I'm still trying to figure out how winter work in Sodor would function, so this'll probably change.
