In Neo-Gotham, the old Bowery south of Crime Alley is pretty much abandoned by functional Gotham down on street level. The modern city blocks built on top of it are still occupied by everyday for and vehicle traffic. But the lower levels are home to Gotham's spliced humans community, those who have genetically modified themselves into animal hybrids.
