He's usually a total brat (unless he's on duty, then he dials down his personality in favour of the mission) He's able to change up his personality at will, and will use this to gain the trust of strangers. So what his true personality is like can be unclear to many and it's difficult to actually get close to him, because he's almost always putting up fronts. 

Around other Army members he's very playful and carefree, acting as if nothing really bothers him, treating everything like a game that doesn't matter. 

He gets a kick out of getting reactions from others and will do/say things just to provoke things into happening for the sheer sake of it. So he enjoys flirting and teasing Wulph (off-duty), because Wulph is usually so stoic, so he enjoys the extra challenge of trying to get under Wulph's skin. Wulph is seemly resistant to Konn's advances  Although Konn has a crush on Wulph, his flirts come across as generic flirts he gives purely to tease, so no one truly suspects that he actually has real feelings for Wulph.

Because Konn's whole shtick is about being fake (Plus Konn actually keeps people at an emotional distance, never letting anyone know what he's truly thinking.) He has troubles actually trusting anyone enough to let them in. 

Konn also loves being flirtatious and wearing skimpy attire, and if he's not in the process of conning someone's trust, he'll often be very blunt with little regard for the consequences of his actions. Like if someone is having a bad hair day, he'll not sugar coat it.

He can be petty af and will gladly have a good bitch. He's also lowkey jealous of Ferryt because his connection with Wulph is a genuine bond. 

He's short and not athletic in the slightest, so he's almost never in any races. So he relies entirely on his silver tongue to get him through situations, or relies on the fact that the Army works as a team, and with their backup he's safe.

He spent most of his childhood on the streets, so he's fairly street smart, but isn't the brightest cookie himself. He's good at talking, not good at things like math. If alone, he's not great at long term strategy and usually leaves that stuff to Wulph.
