As for best kisser: I'm not sure there is any definitive answer. They all have different qualities and strengths! However I personally would want a kiss from Piper or Hancock. An odd combination definitely but I'm a useless bisexual that can't make a decision. In the holy words of Miguel and Tulio: "Both. Both is good."

【FO4】 COMPANIONS AS KISSERS
Cait is a messy kisser; everything with her is forthright and raw — all tongues and teeth. She isn't the best practiced at intimacy... far from it, but she relishes the opportunity to show commitment in a very simple, unambiguous manner. It allows her to save her words for inelegant muttering and praise; this is her partner, and every kiss sends butterflies through her stomach that fluster her to no end.
Cait enjoys threading her fingers through her partner's hair but will never tug outside of the bedroom. She enjoys running her thumb over her partner's kiss-swollen lips, admiring her handiwork and letting the feelings of being in love bloom through her chest. She also likes to keep her eyes open from time to time, seeing her love melt into her kiss brings her sheer bliss.
Curie is a doe-eyed sweetheart once she learns what kisses are. She will constantly ask her partner for quick little pecks — face lighting up every time and will happily toddle off with a bubbly sway for another ten minutes until she returns. The novelty of kisses don't fade, and even after twenty years of marriage, Curie would still gaze with big, hopeful eyes and ask for consent to kiss them. Her kisses become longer and harder with time and familiarity... but they very rarely expand beyond chaste expressions of love.
Curie loves embracing her partner during kisses, often looping her arms over their shoulders and trapping them into a series of little kisses all over their face. Even one in return will have her beaming and giddy.
Paladin Danse is an awkward kisser at first. Contrary to the story that that strapping chest and burly biceps tell: that man is very inexperienced with romance. He won't know where to put his hands — his partner will have to guide them from behind his back — and he will have that little Danse look of bewilderment on his face. He's like kissing a statue and he won't reciprocate at all at first, just experiencing it.
But with time and patience, he will flourish and his love will find themselves with their head cradled and a gentle hand on their chin guiding them to meet his lips. Danse's kisses are soft and chaste but he takes his time — always exhaling a pleased sigh on the first of a series of smooches. This isn't true for his amorous moments however; in which his demeanour flips entirely... and his sweetheart can expect to be manhandled and kissed until they go dizzy from lack of air. Horny Danse uses tongue.
Deacon is cautious with his affections. He won't express any romantic sentiments in the field — and will reject any advances made by his partner with an apologetic brush of his hand against theirs. Even in private, if they aren't somewhere he deems safe from danger: Deacon will only press gentle kisses to his sweetheart's hand or give them a chaste peck on the cheek. His eyes are always on the horizon; he just can't ever truly settle out on the road.
But if at home, Deacon's love can expect a cheeky, playful tongue worming its way past their lips to lick behind their teeth. He still isn't overly tactile, worried that they'll second-guess their affections for him if he gives his all. He's worried about being vulnerable and the real him, so it takes time for the domestic, routine kisses to come into the relationship.
Dogmeat is a very slobbery but loving kisser. He is quite opiniated in whom he will lick and grace with his divine affection: but those that are worthy shall never be without a tongue up their nose again.
John Hancock has smooched just about every possible breed and variation of person you can find. They're originally rough and playful, a tiny peck of his chapped lips meant as a tease — given to lover and foe alike. As his relationship deepens, Hancock will find himself learning how to properly show romantic affections (far too used to hounding his bedpartners with a roving tongue and groping hands) because it just won't feel right treating his sweetheart with any less reverence than they deserve. His love can expect arms wrapping around them from behind, the ghoul swaying them both in time to some old-world tune and pressing kisses along their jaw up to their ear.
Even after he's found his domestic footing, Hancock is still an earthy, eccentric man that would never dream of concealing appreciation for his lover's thighs and backside — and will openly share his affinity for kissing there. He is but a man.
RJ MacCready forgets to breathe during kisses. He'll go until he physically can't any longer, forced to pull away from his partner to pant for air. He gasps after tiny pecks, holds his breath when his sweetheart trails kisses over his body. It's one of the best ways to shut him up — to kiss him — as the sniper's brain just shuts off and melts into goo. He'll hold onto whatever is close, be it digging his fingers into a tabletop or his lover's sides, and he'll find his tongue useless for the next thirty seconds afterwards.
MacCready loves to pepper kisses over his partner's tummy, its something he's grown fond of since having Duncan, as making a loved one squirm and giggle floods his heart with warmth. He'll try his best to pin them down and lavish over them as best he can, blowing raspberries and stealing kisses when they're distracted being tickled by his devilishly deft fingers.
Nick Valentine is a well-bred gallant whose devotion and love are shared by touch. A kiss is never without a supportive hand on his partner's lower back, or his 'flesh' hand cupping their jaw. The detective's kisses are slow and deliberate, used to convey trust, vulnerability and adoration rather than lust. He will always remove his hat — holding it to shield them from view if in public, and even if his partner is taller than him... Nick always leans his body against them and dips his lover to meet his lips.
It isn't uncommon for Nick to give his sweetheart a kiss on the top of their head if he walks past them sitting, or a peck on the forehead if they are standing.
Old Longfellow is an experienced old man; he doesn't mess around, tolerates no brahminshit and certainly won't toy around with his partner or let them play around with him. His kisses are rough but fleeting, his hooked nose poking out his love's eye or digging into their cheek. Longfellow almost always has some kind of muck smeared on his face but he refuses to apologise for it — he loves witnessing his partner squeal and try to squirm away too much.
He is a very tactile man; he will sulk and grump if he can't wrap his arms around his sweetheart during a kiss. He loves burying his face in the crook of their neck, and peppering kisses there and over their collarbone and shoulder.
Piper Wright's kisses are never finished without a boop! to the nose after they part. She enjoys short and playful kisses most of the time, little smooches with pauses between to have her partner guess which flavour of lip gloss she put on this morning. She always tastes sweet, aided by whatever treat she's been picking at. Piper likes to hold her love close to her front, usually by grabbing them by the collar and tugging them in. She'd employ tongue in private, when she's feeling amorous but she's restrained and polite — preferring to nibble her partner's bottom lip and waggle her eyebrows.
Piper is also a hand kisser: but not in the chivalrous, respectful way like you would to royalty. The journalist will instinctively grab and kiss her love's hand if it comes into her general vicinity above hip-level, and will lift their entwined hands when they walk together and give a kiss to their knuckles.
Porter Gage struggles with intimacy, finding the notion of being loved a very daunting, unfamiliar prospect. He overcompensates at the beginning of his relationship, clacking his teeth against his partner's and manhandling their hips against his. But with time and reassurance he will settle — however that raider roughness will never leave him. It will take a lot of work to have him comfortable with chaste kisses. However if determined, it is possible; and he will begin to regularly for-lack-of-a-better-term bunt against his love like a cat does. It's his odd version of a peck, pressing his cheek to his partner's body or near headbutting them as they say hellos or goodbyes.
Gage flits between being a very tactile, hands-on kisser, and being quite restrained or awkward depending on how vulnerable he's feeling that day (the latter being guarded and the former being open) — but generally he enjoys feeling his partner as a solid, grounding presence, and will run his hands over their sides and down their back. If he's feeling extra intimate or sappy in that moment, Gage's partner may find themselves backed up against a wall with their hands held above their head. It isn't even an inherently sexual act, he just enjoys the moment to focus solely on his love rather than have the distractions of their reciprocated embrace.
Preston Garvey is an inexperienced lover, but he puts his everything into each kiss and tender touch. His affections are never without a warm embrace around his partner, holding them close like he's worried they'll disappear. Once started, it will be hard to get Preston to part from his sweetheart — unless they are intruded upon. He tends to devour his partner with every kiss but is unsure of what to do with his tongue. He thrives with a confident partner willing to lead him, and will have praise tumbling from his lips endlessly. An in-love Preston struggles to shut up.
He'll pepper kisses over anywhere he can reach: but his favourite is giving his love a long, meaningful kiss over their heart. Having their heartbeat so close to his ears brings him comfort, and a face-full of chest is only a bonus.
X6-88 is a restrained, tactical kisser; he kisses only when needed and only for as long as necessary. When his partner's brows are furrowed from concentration, focused resolutely on their work — it is imperative that they are given a peck. X6 stalks his lover for when their guard is down: using that moment to strike them when they're vulnerable and reminding them that not only are they loved but they're oblivious to their surroundings. He'll make a game of it, mentally tallying the scores between catching his sweetheart by surprise or being caught and met with a smug grin against his lips.
He will not do PDA however, and is very strict on it. All kisses are kept between them as their shared little secret. If this means his love must be yanked around the nearest corner and their chin held still — so be it.

Note: I haven't written stuff like this in so long, so please excuse the sloppy writing and formatting. I'm used to writing these purely in 2nd person, but I like addressing the reader as Sole, as some other fo4 writers do, so I'm trying that.
John Hancock
He’s generally aware that you’re pre-war, but he doesn’t bombard you with questions.
He is more interested in what life was like 200 years ago than he is about the details of pre-war technology. He has mixed feelings about the powerful weapons of the era, a mix of being interested but also knowing that’s how the world came to be the way it is.
If he’s high or drunk, he’s more than willing to just listen to Sole talk, though depending on how much he’s had, he may not remember much of what he’s told.
He certainly enjoys going to old landmarks and hearing what you have to tell him about it. What really gets him is your reaction to the USS Constitution being stuck in buildings. You explain to him that there were no pirate ships equipped to fly, 200 years ago. He believes you considering the first time he saw it he’d thought he’d taken too much. He’s content with boats staying in the water.
If Sole is familiar with what the area of Goodneighbor used to look like before the war, he’s all ears. In a way, it makes him proud of himself in a way he can’t explain.
If the two of you end up at Swatters, he’s delighted with your repeated corrections of Moe Cronin’s version of baseball. He himself doesn’t know much about the sport, and he does think the violent version sounds more entertaining, but he also enjoys seeing you argue with Moe. Eventually he makes some smart remark towards the man and pulls you away.
When you ask about him, he’s kind of shocked. There’s a lot of things in the current world that you probably want to learn about, so why you’d want to learn about him is a mystery to him. Depending on how well you know each other, he’ll tell you about some things. What he does appreciate is that you listen, like you truly do want to learn more about him, instead of just making awkward small talk.
Curie
She wants you to tell her everything you can remember. Even if she already knows the information Sole is telling her, she wants to hear it anyway. If you show particular interest in a topic, she'll tell you what she knows about it.
Visiting labs or historical sites are fun for both of you. You exchange information often and she's always ready to hear what Sole has to say.
Though she is more interested in science, she does greatly enjoy hearing about what the world was like before the bombs. Even the mundane things like going grocery shopping. She concludes that she'd be very helpful on a shopping trip.
She fears very little, especially when it comes to exploring. She’ll go to the top of buildings with you and talk about the landmarks you can see from there. Though she’s not a big fan of swimming considering the condition of most bodies of water, she does wonder if there are things that are hidden under the surface. If you tell her about a statue that’s been submerged, she’ll check what she knows to see if she has any pictures of it from before the war.
She likes the Boston Public Library and asks you if you’ve ever seen a lion, whether that be at a zoo or from traveling pre-war. She understands if you haven’t. Lions aren’t exactly native to Boston.
If given the opportunity, she’d absolutely jump on a boat with Sole and travel by sea. If Sole is familiar with operating a boat, she desperately wants to be taught. Though she doesn’t mind just taking down observations, she does want to help.
Truly, she’s probably the best exploration buddy. While out in the Commonwealth, she makes sure you stay stocked up on medical supplies, and that you stay as safe as possible. Which may mean holding hands while crossing narrow bridges. But she’s the most enthusiastic to hear what you have to say.
Paladin Danse
As expected, his first thought is Brotherhood oriented. He wants to introduce you to Proctor Quinlan if you ever visit the Prydwen. But he does think what you know is interesting. In fact he finds it calming at times.
At the police station he likes hearing the history of the area while he stands guard. He has a feeling you’ll get along well with Scribe Haylen.
Being a soldier, he especially wants to hear the history behind war memorials such as Bunker Hill.
As he gets to know Sole more, the more he sees you as a friend instead of just an asset. At first, he was inclined to protect you because you were a civilian, and you knew much more about the Commonwealth than anyone else he’d ever encountered.
He does ask if you’d gone to a post-secondary school before the bombs dropped. He’s interested in how you know so much. Whether you did or not, he’s impressed either way. He does wish that such schools were still operational as he believes it would be highly beneficial for the Commonwealth. Though he reiterates that if they were around, that he’d still prioritize the Brotherhood, and his duty to the Commonwealth.
After he discovers that he’s a synth, and you convince Maxon to spare his life, he starts to appreciate your knowledge a lot more personally. Though he resents his true identity, there’s something small in him that is thankful that you’ve shown interest in 3rd gen synths instead of outright hostility.
Sometimes, while at the listening post, he’ll ask Sole to tell him about something. Sometimes it’s small things like how cars operated, and sometimes it’s about historical events pre-war. Hearing you talk tends to take his mind off the constant pit in his stomach.
Though there are times he gets upset because the things you tell him might in some way benefit the Institute, and if for some reason the Institute reclaims him, he doesn’t want them to know what you’ve told him. It takes a lot of reassurance to calm him down.
If he ever goes out alone on supply runs, he may pick up a few things for you. Old manual to history book? You may not need it or even know what it's about, but there’s a chance you do, and might find it interesting.
He second guesses his words like he’s unsure if you think they’re real or just programmed in, so he likes to pick stuff up to show that he cares.
Cait - 5'2", 27. Someone that angry has to be short.
Curie (Human) - 5'4", 211 (She's canonically prewar). I think Cait x Curie is significantly better when you think of Curie as the taller one.
Deacon - 5'10", 41. Turning 40 was hard for the old man, he refuses to think about it. I also think 5'10" would be perfect for his disguises, so he could slouch or use lifts to vary within the 'average' height range.
John Hancock (Pre Ghoul) - 5'8", 40.
John Hancock (Post Ghoul) - 5'6", 44. I love the headcanon that he shrunk a little when he was ghoulified. Also he canonically had to have turned ghoul recently, given McDonough became mayor in 2282, 5 years before Sole dethaws.
Nick Valentine - 6'1", 115. I think Gen 1s and 2s were made a little tall to add to the intimidation factor, whereas Gen 3s are more varying to appear more human. Also his age is based on the Institute deciding they wanted to move up from Gen 2s in 2170.
Paladin Danse - 6'0", 30. An even 6'0", and the age the institute was going for was definitely vague late 20s to mid 30s depending on the lighting so they could keep him in the field for a good amount of time before suspicion arose.
Piper Wright - 5'6", 23. It tickles me pink to think of Piper Wright and John Hancock being the same height, and her being the tallest of the female companions. Also her age? Eldest daughter who had to grow up fast and earn respect despite being seen as immature and inexperienced. It's just right to me.
Preston Garvey - 5'11", 35. He was 17 when he joined the minutemen, and had a 'few good years' before he noticed things were going to shit in 2282. So I think he's about 35. Definitely has the depression of a 35 year old.
RJ MacCready - 5'6", 22 (canonical). He's a short king by birth, and living off cave fungus for the first 16 years of his life did him no favors. Used to insist he was 5'6 1/2" on a good day but now he's too old and world-worn.
Strong - 8'2", 32? - I think they were taken by the institute in like their early 30s and has been that way for like a couple of years.
X6-88 - 6'0", >1 year. He came out the stem cell goo athletic and on the taller side, which is why he was chosen for the courser program. And I like to think he's very fresh, and that's why he's overcompensating with all the attitude. Like just finished training in time for the Kellogg cutscene kinda fresh.
