LAPD officer with a Dan Wesson Specialist. The prevalence of the 1911 in modern times is an outlier only present in the United States, whether the design is good enough to garner it's place in current times is another discussion.
What's certain is that there are no German police officer or military service members carrying around modernized lugers, as a matter of fact there are very few examples of early 20th century handguns that have been modernized and keep up to date, most have been continued as they were or survived on old stock, and maintained in active service only in low resource areas or non-frontline units.
