I was having a bit of trouble tracking this down again since I was looking for an actual download listing and not a post in the forums. In hindsight, it wasn’t that hidden from view but maybe this post with tragic screenshots can help someone else out too.
CRIQUETTE’S MAXIS LOWPOLY STREET LIGHTS AS LOD90 DEFAULT
You know luxury @criquette-was-here‘s working ligts, also you know that maxis on-lot street lights from nhood view looks ugly. This default replaces the models of street lamps visible from the neighborhood (LOD models), thereby making them "working". Never before have you seen that the light from the neighbors turned on at the same time as the light on the current lot!

Neighborhood "Permafrost" Decoration by terenetwo at ModTheSims
I haven't seen this on Tumblr so I'm sharing it here.
This mod is a pretty big deal because nobody has ever been able to add new effects-based neighborhood decorations similar to the terrain patches and flower fields before as far as I know.
Terenetwo mentions that this is an experimental mod, but I'm very excited by this whole thing!
