Cauldron have always struck me as the worst possible people that could still get the job done, and that feels pretty fitting considering most of the core members are there by chance rather than being magically chosen as characters often are in superhero media.
Discounting Scion, the world 100% would have ended without them. If they didn't manipulate governments, the PRT, other hero groups, and the general perception of parahumans, the world would have been destroyed long before golden morning. The whole "why didn't contessa just prevent it" thing has never been a mystery to me, I've always assumed she spends 90% of her time putting out whatever fire has appeared from a new trigger (which she can't predict).
The core membership of cauldron was an 11 year old, an ex serial killer child, three people who just so happened to survive the triumvirate vials, and a 20 something doctor that now has to run a conspiracy to kill a god. No one there was chosen for their skills or abilities, they were just the people that got the responsibility dumped in their laps and handled it the best they could.
The problem with cauldron is that we, as readers, know most of the stuff they did was pointless. We know they could have just orchestrated society, stuck doormaker and the clairvoyant in a room Switzerland, and had contessa put out fires for the next 35 years, but they didn't. Every action they took was driven by the desperation of 5-6 people that need to stop the apocalypse but have no idea how to actually do it.
They didn't really have a plan so they committed every atrocity possible in the hope that something would work (obviously not knowing an 18 year old girl could just suicide bait a god). They did the best they could for a bunch of unqualified randos saddled with the most difficult and crucial job possible, and I honestly think they did better than a lot of people would have in their position.
