The NOAA Global Monitoring Laboratory's Mauna Loa Observatory, which provides the world's longest continuous record of atmospheric carbon dioxide measurements, shows atmospheric CO₂ concentrations continuing to rise to record levels. Monthly averages have exceeded 431 ppm, demonstrating that greenhouse gases continue to accumulate in the atmosphere despite decades of international climate negotiations.

This trajectory remains inconsistent with pathways designed to reduce the risks associated with dangerous climate change.

Scientific evidence must therefore take precedence over political convenience.

An Ethical Responsibility for Climate Leadership

political double standards;

secrecy;

elite impunity; and

evidence-free decision-making.

Instead, it calls for:

A Call for Civic Empowerment

The climate emergency is not solely an environmental issue.

It is an ethical issue.

It is a democratic issue.

It is a public health issue.

It is an economic justice issue.

Ultimately, it is about how humanity chooses to live together on our shared planet.

Healing Mother Earth begins by healing how we live together.

That requires governments to place ethics before expediency, science before ideology and the long-term public interest before short-term political gain.

The challenge for every Prime Minister—including Andy Burnham, is therefore not whether additional fossil fuel extraction is technically possible, but whether authorising new fossil fuel developments can be ethically justified in light of the scientific evidence showing continued increases in atmospheric greenhouse gas concentrations and the urgent need for rapid global emissions reductions.

Where that justification cannot be demonstrated through transparent, independent and evidence-based analysis, the ethical case for withholding approval becomes correspondingly stronger.
