Once Coriolanus Snow became president, he definitely encouraged a culture of excess, overconsumption, and extravagance to make up for the deprivations the Capitol suffered during the Dark Days. The Capitol starved during the Dark Days? Well, it's now normal for too much food to be served at every meal so people can overeat and throw up. Capitol citizens have an outfit for each time of day which probably gets worn once before thrown into an incinerator. I'll bet the Districts produce 5x their output to keep up with how wasteful the Capitol is.
Then we get to the gaudy body modifications. People in the 50s thought we would have so much free time from automation that we would be bored and need hobbies. This is true for the Capitol but no one else. Cosmetics and hairstyling takes up the majority of people's time. We see Avoxes doing all the menial work so do people spend all day flitting from one cosmetic appointment to the next, gorging themselves on rich food at parties in between?
