Actually, one of the most interesting scenes from Ambition's Debt that I haven't seen anyone talk about:
Clemantia: Get everything you need?
Ollistra: Enough to charge them all with treason three times over.
Clemantia: So why aren't you happy? That's got it. Talk to me, cousin.
Ollistra: Did it have to be so many?
Clemantia: The only way to take out that factory was zapping the temporal over spill with Artron energy, a lot of it. They had to die.
Ollistra: I should feel something.
Clemantia: Don't ask me. I'm as cold as they come and I'm real. I mean- sorry.
Ollistra: Quite all right. I'm not real am I? A commander without her hearts.
Clemantia: It's done now. The dead are dead. It's the living you've got to watch.
Wait, Arkadian? Close enough, WELCOME BACK, CLEMANTIA!
This could be considered either a failure to commit to the portrayal of Gallifrey as a fascist society with a supreme leader / God at the top, or an interesting take on morality, but:
Gallifrey: War Room seems, to me, to be almost intentionally opposed to the idea of the banality of evil. I couldn't point at anyone in the ensemble of characters that has appeared in these 3 box sets who is just following orders without thinking about them and being loyal because it's the right and proper thing to do to keep society going, no matter how horrid the things one must do.
Rassilon of course doesn't count, because he isn't following orders, he is the orders. He is the founder God of Gallifrey the Empire, the Father of Time, the Lord President Eternal of the Time Lords.
Then the Resistance, meaning Narvin, Leela, Eris, Helico, Lenaris, and anyone else I might be forgetting, are obviously fighting directly against the Rassilonian order.
Clemantia is outside the system, she does not fight for any higher purpose that needs defending at all costs, she fights only for herself and is aware of her own lack of morality. She does whatever deal benefits her the most, allows her to get richer, and brings her closer to getting as far away from the war in a nice luxury home.
And then we get inside the War Room.
Ollistra does what she considers best for Gallifrey, but not only does even she show some doubts (as seen in her conversation with Clemantia in Ambition's Debt), but she's also starting to fear Rassilon and keeping secrets for him, all the while resenting her future self and being power hungry and self-oriented.
Rasmus and the General are both trying to fight the Time War in what they each consider to be “the right way”, but they are aware this is not exactly what Rassilon or Ollistra are doing, and they stand directly at odds with Ollistra because of this.
Then there's Veklin, who was always oh so loyal to her Ollistra and, while always speaking her mind (and being told to shut up every time), had no problems following orders, ever... until Ambition's Debt, where she started to question this Ollistra, if the deaths of so many Time Lords were really necessary, and now has decided that this Ollistra, the matrix projection who is jealous of her real flesh and blood future self, is not worth her loyalty, not her Ollistra after all.
The closest we get is Cresta, who is still working for Rassilon, following his orders, believing, building weapons for him... but that is mostly because of naivety, and as this naivety is broken and she's exposed to what Rassilon's Gallifrey actually entails, even her belief is starting to crack.

All this time seeing people go insane over Ambition's Debt, and now I've listened to it and. Yeah. I would go insane too. I am going insane, and it feels like I'm shouting into a void.

Veklin and Ollistra. Veklin and Leela. Ollistra and Clemantia. Ollistra and the entire War Room. Veklin. Ollistra.
Ollistra: If the Alliance had been successful, Rasmus, with his new weapons, would have been the hero of the hour. So I sent in the troops, knowing it would sink the Alliance.
Veklin: I… have faith in the Cardinal. All she does is in the best interests of Gallifrey.
Ollistra: I'm not real am I? A commander without her hearts.
Ollistra: I couldn't be the one to pull that trigger. One who is already dead, treating lives so lightly? I would be deemed no longer fit for purpose.
Veklin: Cardinal, thousands of Time Lords just died.
Ollistra: A disobedient dog is of no use to me.
Veklin: Useless human.
Ollistra: If you'd been a bit more intelligent, you might have ruined everything.
Clemantia: Talk to me, cousin.
Ollistra: Did it have to be so many?
Veklin: At least she was honest. You and Leela have lied and lied.
Ollistra: The War Room is mine, and now so are all of you.
Veklin: No more lies.
