Yet if you look at Hitmontops Chigusa and Bea own, you can clearly see how much bigger they are.

Chigusa's Hitmontop is probably around 100 or 110 cm tall - Bulbasaur should be 70 cm according to pokédex, although I believe it's more likely 60 cm (again, Ash's height wouldn't match), but if you try to use its height, Chigusa's Hitmontop is almost (but not completely) as tall as 2 Bulbasaurs.

Bea's Hitmontop is, in my opinion, as tall as Chigusa's: if we compare him to Hawlucha, we can see a smaller height gap. And the pokédex says that Hawlucha should be as tall as Houndour (meaning 80 cm).

Based on how Ash's Noctowl eventually grew (it got bigger in Journeys), at first I thought that Butch's Hitmontop may also grow bigger, eventually, but then I got a different idea...

What if Ash's Noctowl was just a late-blooming, while Butch's Hitmontop has his height permanentely? Hear me out:

There are people among us who are either taller or shorter than what we consider average, so why couldn't apply this to pokémon?

Personally, I like to imagine Butch's Hitmontop being naturally abnormally small since hatching, when he was still Tyrogue. Think of it as if you are only 150 cm tall but the average height in your country is 165 cm.

Not gonna lie, the topic in this post actually ties well with my other headcanon I have planned for this specific pokémon.
