Is Chaos an Ancient and not actually a god, or is he a god that uses an ancient's body?

Chaos is a Chao who was mutated by the radiation of the Master Emerald over time. This has been an established attribute of his character since his conception. It is documented in the Sonic Adventure Japanese guide, and on the Sonic Channel profile pages. It is also alluded to by the introduction of the Chaos Chao in Sonic Adventure 2.

The Ancients are a retcon (retroactive continuity) that Frontiers is introducing as being the precursors for the Chao. The survivors of the Ancients eventually became what the Chao are today. Chaos, being a Chao, had a mutation that caused him to take a physical form that resembles the appearance of their ancestors (in the new Frontier's continuity being applied retroactively to Adventure).

Chaos's status as a "God of Destruction" was always more figurative than anything else. One must also consider that "God" carries very different connotations in western culture compared to Japan. There's a Japanese expression that goes "Seven Gods live in one grain of rice." The idea behind it is that there are countless gods, believed to be present in everything—weather, geography, landscapes, and even in things like tools, rice, kitchens and toilets. And something that is a regular mortal spirit can BECOME a god if they have enough divine responsibility bestowed upon them.
