My personal HC is that Fox and Celia are besties (and Fox is the only man she tolerates)
I don’t have much in terms of canon inferences to make, other than the pamphlet we find in her office.
But I like to imagine that with Fox experiencing discrimination for being a beastkin and Celia being subjugated to sexist mistreatment daily, she shares his quells at the unfairness of the world around them and understands the need to exercise control to regain a sense of power. Both of them have been victimised by an older male authority figure, both of them are the only main characters in tpof to show compassion towards their victims and confide in them.
In short, they share a similar psychological structure behind what they do that I think is really interesting.

A super underrated detail in Celia’s path I’ve not seen anyone bring up is how overcontrolled her personal life is compared to Derek’s and Mason. She’s constantly being monitored by her much older husband who infantilises her choices and autonomy every time they’re together.
The way the other two are allowed to go off to faraway places like forests and deserts to enact their ‘fun’ while the furthest away she could get is an abandoned building that puts her at greater risk of being caught.
You can really feel the lack of control she has over herself and how it affects her relationship to MC and makes her the most dominant of the three, while carrying some compassion for them in the end where she offers to let them free.
Its subtle details but the way they’re handled feels like a grounded scenario of men and women who share the same inhibitions being controlled by the socialisation of their genders, and Celia offers a unique perspective on what that’s like for women.
