Carter gets two reactions, and it's based on who is meeting him for the first time. It's either "Wow, he's pretty" or "Wow, he could kill me". Both are true

The half-blind comment was cause if you zoom in on his eye, you can see that there's a cut or scar going across, essentially blinding him in that eye. Can't give details for how this happens, but eventually Harley’s gonna get slashed across the face with a sword, resulting in being blind in one eye :]
