the fall (2006) dracula (1992), and mirror mirror (2012) costumes by eiko ishioka get to share one spot
raise the red lantern (1991) costumes by tong huamiao
temptress moon (1996) costumes by chen changmin and william chang and farewell my concubine (1993) by chen changmin also get to share since chan changmin worked on both
eve’s bayou (1997) costumes by karyn wagner
sinners (2025) costumes by ruth e. carter (could be recency bias but i don’t think so the costuming is so incredible) and i’m gonna cheat and let sinners share with la reine margot (1994) costumes by moidele bickel

for the record, all of these films were very strong contestants for the overall favourite costume design as well, and honestly choosing just one look from each film was incredibly difficult.
