The "NEW GROOVE" part of the logo for The Emperor's New Groove (2000) is based on Funhouse (1993), with a bunch of customizations.
You might also recognize Funhouse as the old Build-A-Bear font.
The embellishments they added to the New Groove logo follow in the footsteps of a bunch of 90s fonts, like Jokerman (1995):
Or Wet n Wilde (1994):
An obvious source of influence on this style of lettering is the Memphis style that was popular in the 90s.
But I think another influence might be an earlier genre of slightly less crazy pattern fonts. These actually originated way back in 1920s Germany, but had a bit of a revival in the early 1990s. Here's an old one, Ege-Schrift (1923):
And another, Zierdolmen (1923):
And for the 90s equivalent, here's Jazz (1992):
And Zinjaro (1994):
The other half of the logo, "THE EMPEROR'S", is in good old Times New Roman (1932).
