I think just like Atsushi, he's asking him why he would do this. What the point in all of this is, why exactly he needed to do this.
Fyodor answered because "he hates them all."
Is that really the truth?
Fyodor stated that he loves all humans equally once. The reason why he has done all of this is because he knows that abilities just bring harm in this world. To the ability users themselves and others. That's why he sees them as a sin. They only bring disasters in the end.
He was looking in the sky while saying it. Seems as if he thinks that God has forsaken him again, just like in the last chapter. The chapte that came out this month 2 years ago was called "forsaken," so it fits.
No, Fyodor does not hate them. His motivation was not hate against ability users, only abilities. The reason why he said that is because he knows that they won't understand his feelings for them. He stated this today, too. In that moment, he did feel hatred, since they defeated him, destroyed his plan of making "peace." He might have felt angry and confused towards God, but he does not hate them. Fyodor said those words, knowing this is probably how the people will feel towards him. He didn't try to explain himself. He just accepted it.
In the very last panel, Fyodor seems relieved. After all those immortal years, he can finally die.
