Lowkey I find Branzy's tired "yes he does listen to me" (referring to Clown) more like a tired parent rather than a couple.

UU!Clownzy is definitely not as couple-like as in other SMPs. But Branzy gave more of a power-crazed vibe than a tired parent.
Is putting up with Clown hard? Yes. Does it pay off? Absolutely; the thrill of it is already enough, but the power and influence are insanely addicting.
It's a giant makeshift bed that Clown has nodded off in more than once. Ferre has also slept on it with Clown.

GO GO INSERT BRANZY INTO THIS SITUATION BECAUSE I CAN
Branzy helped build parts of the castle. Branzy noticed Clown hates sleeping in a confined room. Branzy noticed Ferre hates sleeping without Clown.
Branzy built a large, fluffy throne that Clown could comfortably take a kip on without getting sore. The flooring around the throne is also soft because Ferre sometimes sleeps leaning onto the throne rather than on it because he's afraid of disturbing an already-sleeping Clown.
The first person to sleep on the throne wasn't either of them, though. It was an exhausted Branzy who passed out on it after a rough day of building the castle despite a redstone-induced migraine.
Turns out, the throne is just big enough to fit all three of them. And if it's just small enough to necessitate practically on top of one another, that's between Ferre and Clown.

He's a dictator, so he doesn't need it. I imagine he allows any major city or town in his territory to elect their own leader as long as they follow a set of laws he had in place and meet their quota on conscription in the military.
Clown focuses on the army and food supply, along with infrastructure like roads and outposts. He doesn't like micromanaging everyone.
A dictator people like. Clown seems to me like he would hate rigging votes. If a leader or mayor comes to power by rigging, he would kill or imprison them depending how bad it is.
I like comparing him to Napoleon so much.
Napoleon was a dictator who "fixed" France by putting the law system in place and finally improved the roads and instilled order.

He would be all-powerful, for sure. Clown wouldn't allow for the election of anyone opposing him. Any and all opposing factions would be quelled violently and grandly. He'd make an example out of any rival, letting the citizens know full well who holds supreme power over them.
But he also wouldn't stop the elections from occurring. Answering to individual citizens is tedious and burdensome. Having elected officials who respect him would allow for both the citizens to feel respected and for Clown to be able hear the needs and communicate orders efficiently.
Clown is good at mental manipulation (I like to think Branzy—certified master manipulator—is his main advisor for these things). He knows how to own something completely while giving it the impression of having respect. The elections aren't necessarily a ruse, but they are only kept around so long as they benefit him.
His word is law. But his word is whatever benefits the kingdom.
Afterall, he is the kingdom, and if it's failing, then so is he.
Clown may be a Bad Guy. But he's not necessarily a bad guy.
On a side note:
I like to think a juxtaposition of ClownFerrzy is the way they view prestige and control:
Clown: powerhungry and in the large scale; dominant, all-encompassing control; he owns them, and they breathe only by his will, in only the way he allows it; he is not always cruel, but he is controlling and always aware; likes power for it being power, in it for the glory.
It's the way he sought out a kingdom in UU, taking control of an entire dimension and being active in its maintenance. The way he dominates the server in LS is more subtle but still demonstrates this, how he almost haunts the members instead of being actively in a position of power. I can't tell you the amount of times I've heard Clown's name be uttered like a curse when I was modding MC events.
Ferre: he's possessive, not really controlling; on a smaller, more intimate scale; he has to always be in charge, at the head of everything; he makes it clear what's his, but he doesn't micromanage like Clown; he likes the responsibility, the power he holds over others' safety; despite teasing mercilessly, he's far softer and kinder towards what/who he owns; he views them with hoard instincts, insistent on their care but firm in their submission.
LSW. Wifies. The way he so softly yet stubbornly demands Wifies' submission and obedience. He doesn't micromanage Young Prodigies. But he makes sure that they regard his few orders like law.
Branzy: Branzy is the hardest to recognise because he's very sly and subtle in his control. Branzy doesn't openly flaunt and taunt his power like the other two, but he asserts it in such a manner that everybody around him subconsciously recognises his position, even if they don't consciously act upon it.
He cozies up to the powerful and feeds off their prestige. He creates contraptions and murders his friends as a "game." He sets up a "sheriff's office" to win respect.
Branzy views power as something best exercised in secrecy. He doesn't have the ability to defend himself in combat, but he's an expert at placing himself in a position where he doesn't need to.
Power is a survival method. But it's also a thrill. The power he gains is secondary to the addicting adrenaline rush of a dangerous situation. He knows how to wield power, but he doesn't need to seek all of it.
Branzy knows he's much more powerful when he's the "weak husband" who pulls all the strings. He has Clown wrapped around his finger. He has the pity of the entire server. What more could darling Branzy need than the subconscious surrender of everybody around him, a submission so exploitable in how they don't even recognise it?
